The NSW Government has appointed Katherine McKernan as the Advocate for Children and Young People, a statutory role for five years, to lead the newly established Office for Youth within the Department of Communities and Justice (DCJ).
The Office for Youth was created as part of the Minns Labor Government’s commitment to ensure young people have a genuine voice in shaping policies and decisions that affect their lives.
Ms McKernan brings extensive experience in policy, programs, and service delivery across the social services sector.
She joins the Office for Youth from her role as Executive Director at National Legal Aid, and has worked across housing and homelessness, legal assistance, disability, health, mental health, and women and children’s safety.
The 2024 Youth Summit Report revealed that 76% of young people feel unheard in government decision-making.
In response, the Minns Labor Government established the first dedicated NSW Office for Youth to:
- Engage young people on their terms – in urban and regional areas, online, and through community-based initiatives
- Embed youth perspectives across government policies and programs from the outset
- Cut through red tape and duplication to deliver better outcomes
Ms McKernan will play a crucial role in leading the new agency and championing the rights and perspectives of children and young people across NSW.
Acting Minister for Youth Jodie Harrison said:
“Young people have been ignored for far too long. I am thrilled that someone with Katherine’s advocacy skills, energy and commitment to systems change will be working to put young people’s needs at the heart of decision making.
“This new Office isn’t just a nameplate on a door – it’s a central place where young people are heard, respected, and help steer the ship.
“I’d also like to thank the outgoing advocate Zoë Robinson for her service.”
Secretary of the Department of Communities and Justice, Michael Tidball:
“The Office for Youth represents a significant opportunity to amplify the well-established role of the Advocate in listening to young people and ensuring their voices inform policy and decisions that affect them.
“The Department of Communities and Justice looks forward to supporting Katherine’s leadership and working together to improve outcomes for young people across the state.”
Advocate for Children and Young People, Katherine McKernan:
“I am excited about this incredible opportunity to take on this role and lead the Office for Youth. Young people have made it clear they want real influence in shaping policy, and I look forward to working with them to make that happen.”
